Sharing is the solution!
SPMS is a public enterprise created in 2010 (Decree-Law 19/2010 of 22 March), functioning under the guardianship of the Ministries of Health and Finance. Its aim is to provide shared services – in the areas of purchasing and logistics, financial services, human resources and information and communications systems and technologies – to organisations operating specifically in the area of health, in order to “centralise, optimise and rationalise” the procurement of goods and services within the NHS.
Provision of specific shared services in the area of health in matters of purchasing and logistics, financial management, human resources and information and communications systems and other supplementary and subsidiary activities to organisations that form part of the National Health Service (NHS), independently of their legal nature, as well as to bodies and services of the Ministry of Health and any other organisations, when they carry out activities specific to the area of health.
The following areas form part of the above mentioned mission:
a) Cooperation with the health services in innovation and change management;
b) Promoting knowledge sharing for strengthening the reform of the health sector;
c) Provision of shared services in several areas such as financial management, accounting, high-efficiency human resources, purchasing and logistics services and information and communications systems and technologies, keeping in mind the needs and responsibilities of the services of the NHS network;
d) Functioning as a purchasing agency for procuring goods and services for the health sector, obtaining economic gains through economies of scale and trading in competitive dialogue with suppliers;
e) Contributing as an Operating Unit of the Ministry of Health for the promotion of modernisation and innovation in operating procedures of Hospitals and Healthcare Centres, through the proper integration of information and communications technologies, in perfect coordination with national and regional policies.
Board of Directors
The Board of Directors (BD) of SPMS – Serviços Partilhados do Ministério da Saúde, E.P.E., was appointed by the Council of Ministers by the ministers of Finance and Health in February 2014, in Resolution nº 8/2014.
The Board of Directors of SPMS, EPE is currently made up as follows:

The terms of the members of the Board of Directors are set in accordance with the rules given in Resolution 16/2012 of the Council of Ministers of 9 February 2012.
SPMS is responsible for providing specific shared services to establishments and services of the National Health Service (NHS), independently of their legal status, as well as to bodies and services of the Ministry of Health and any other organisations, when they execute activities specific to the area of health, in matters of:
a) Purchasing and Logistics
b) Financial Management
c) Human Resources
d) Information and Communications Systems and Technologies (ICT)
Purchasing and Logistics
As part of the shared services of purchasing and logistics, SPMS, EPE aims to centralise, optimise and rationalise the purchase of goods and services, offering logistics services, with responsibilities in matters of procurement strategy, pre-contractual procedures, public tendering, internal logistics, payments and performance monitoring (DL 19/2010).
As part of the shared financial services, SPMS, EPE works towards cooperation, sharing of knowledge and information and the development of activities for providing services in the areas of financial management and accounting, having responsibilities in matters of planning and budget preparation, budget control, contract management, analytical accounting, general accounting, payments and collections and treasury (DL 19/2010).
As part of the shared human resource services, SPMS, EPE aims to provide a highly efficient service and levels of automation, with responsibilities in matters of information gathering and diagnosis, processing of salaries and management indicators (DL 19/2010).
“As part of the shared services of information systems and technologies, SPMS, E.P.E. aims for cooperation, sharing of knowledge and information and the development of activities for providing services in the areas of information and communications systems and technologies, ensuring the operating capacity and security of the technological infrastructure and information systems of the Ministry of Health, promoting the definition and use of standards, methodologies and requirements that guarantee interoperability and interconnection of health information systems with each other and with cross-sectional information systems of the Public Administration.”
